Would A Building Story be in 28mm scale cause i am thinking of building a flaktower and i dont know how to scale it tbh

Allowing for floors and ceiling a single storey should be about 40mm. But, really, just grab a mini and scale it to whatever looks right. Noones going to measure your buildings and then refuse to play you due to scale inaccuracies.

Actually i think you might of hit the nail on the head cause the 40k building kits you know the factory and the shrine of the Aquila have two 2 inch 40MM panels

2 inches is 50mm

28mm is about 1/60 scale. Real life building story is 2.7 m + about 30-40cm celling construction. So 5 cm (or 2 inches) would be ok for realism purpose. Note that it is for living house. Public buildings stories (like bassilica, or meeting hall) would be taller, but then it could be hard to remain coherency standing on diffrerent levels.

So 2 inch is optimal imo

This seems about right - note that in many versions of 40k, a 'level' of a building was considered to be 3" worth of movement. This would tally up for the public building measurement.

Also, you can measure coherency from model rather than base - so as long as the head of the lower model is within 2" of the base of the higher level one, you're fine. You count as engaged in combat for the same reason.

Current 40K rules presume each floor to be 3" in height, unless otherwise decided by the players.

At 2 inches, you're going to have problems with taller models (walkers, banner bearers, Monstrous Creatures, etc).

I have found that 3" is about the best way to go.
