Anyway, if there aren't any, it's probably because being psychically attuned would increase the attention of Slaanesh, and would increase exponentially the amount of souls that have to be eaten.

I think they're just rare if they happen at all. The amount of Dark Eldar that likely die before adulthood in Commorragh likely weeds them out.

I remember reading somewhere that psykers are regarded as curiosities by the Dark Eldar... Curiosities to break and twist and torture, of course.

Counter question: Why aren't there people with flame throwers in an oil refinery?
The Dark Eldar Codex is explicit about the fact that it is not a good idea to attract daemons while living next to the warp.
So no Dark Eldar psykers, not even Bonesingers to manipulate wraithbone.

Eye of Terror... I think

Honestly in the old fluff all it says with regards to psykers is that there souls are the most delicious and potent to the dark eldar. The more pwerful the soul the longer it will likely sustain a dark eldar so psykers are stongly sought after and devoured any time they spring up.

According to the new codex, the city existed pre-Fall. It was a major starport prior to the Fall, which is why it conveniently happens to have webway exits leading to pretty much everywhere in the galaxy.

Commoragh already WAS a big city before the fall. I guess, Eldar knew even before the fall that attracting daemons to the webway isn't a smart idea. But they certainly do know that after the fall. Certainly no manipulation of wraithbone by Dark Eldar.
