Reading through the Dark heresy manual, I can find not a single good thing said about Malfi, is it simply a convienent place to dump potential villains and plot hooks?

yeah pretty much. Two characters in our campaign met their end there, its basically a planet of back stabbing corrupt vendetta-happy douche nozzles. I suppose the Malifian bureaucracy continues to function because the hundreds of planet destroying conspiracies that spawn there every few minutes kind of cancel each other out.

To be fair though most of the planets in the Calixis sector Sinopha Magna, Fenkswold, the list goes on, aren't much nicer. I mean there would be no reason for the acolytes to visit them if they were, but the way DH is written the number of gloomy hellholes that are "omfg the most grimdark place evur" kind of defies plausibility.
