right before the new edition of fantasy (Ive only played 40k before) i gave serious thought to starting a lizardmen army. then the new edition rulebook. 70$ for a rulebook? i dont need color in my rulebook! Is there any way to get around that with a budget of 8$ a week? (im only 14 for gods sake!) And also, is the new edition really worth it? or should i just stick to 40k? and without buying island of blood as i would use neither armies and there is almost no-one in my area that plays fantasy.

Well, you can always e-bay a rulebook from the island of blood set. They have everything you need for playing the game, and they should go for cheaper.
I've greatly enjoyed 8th edition, but perhaps you have someone who can give you an intro game, so you can dip your toes in before spending limited gaming dollars...

Well, if there's almost nobody in your area playing it and you'd have to start an army from scratch, I'd say it probably isn't the best gaming investment. I enjoy the game, but there are people in my area also ready to get a game in when schedules permit. I have some Warmachine models that sit by the wayside because I simply don't have enough time to play them. I love the models, but not much I can do with them at this point in time. Had I known I wouldn't have time to play or opponents that meet my random schedule, I'd likely have saved the money.
That being said, do not look to the $70 rulebook for your 8th edition fix. eBay has plenty of paperback copies for $20-25 with shipping. I wouldn't count on the Dakka Swap Shop for this. I put up a post and got absolutely no response, but found a booklet, templates, and dice for $28 shipped on eBay.

Like RZ said get an island of blood book, either from e-bay or locally if anyone who bought a set is selling.

Everyone is either wanting to fill out ranks of plastic swordsmen, seaguard, or get a cheap boost to their skaven horde. So there should be extra small rulebooks floating around for some time.

Or, if you can manage to save up the cash, buy the box, then resell whatever you don't need for close to, if not as much as, you payed for the whole box.
Or MAKE your friends go halfsies on a box with you. Trust me, I LOVE warhammer fantasy, but if your buddies don't play it makes it much less fun. I've actually bought extra armies just to try and make them >.<

I agree that you can get the starter book (with all the rules unabridged and the essential scenarios) relatively cheap on ebay and that you should contact your potential fellow gamers first (maybe they even lend you the book for playing or take over the rest of the starter box content) before starting the hobby.
That said, the hardcover is not only a blown up version of the smaller one. The smaller one contains the first 160 or so pages indentically but scale reduced, but the rest of the big book contains 30 pages of new scenarios, then another 70 pages of how to make your own and whole campaigns. And the background and painting pages are also very good for the beginner. So eventually buying the big book is also worth it.
