Couple problems:
1. Clan Rats can't have a magic banner. Only the BSB, Stormvermin and Plague Monks can.
2. You can only have one masterbred rat ogre. He's a unit champion.
Couple comments:
1. Spears are generally not worthwhile on Clan Rats. The +1 armor and parry save granted by the shields are generally more worthwhile than an extra rank of attacks.
2. Generally just 2 Rat Ogres aren't a worthwhile unit. They don't even have a single rank, so you can't even cause Disruption by attacking in the flanks or rear.
3. Doom wheels are awesome when they work right, frustrating when they fall short, and often times hilarious when the fur hits the fan so to speak.
Couple suggestions for 1,600 points:
1. Skavenslaves. A unit of 50 slaves with musician is a paltry 102 points, and will generally tie up anything it comes into contact with for at least a few turns. Since you can fire into combat involving just skavenslaves, your can use them to lock down an enemy unit which then gets pelted by the Warpfire Thrower and/or Globadiers. I generally run 2 units at 1,500 points.
2. A Chieftan Battle Standard Bearer. Skaven Ld sucks. It does. Getting to reroll Ld tests is amazingly helpful at keeping your units around. You can give him either a magic banner (he's the only one capable of carrying the amazing Sacred Standard of the Horned Rat for instance) or a bit of gear to keep him alive, but either way a BSB is almost a must-have for all 8th edition armies.
3. Warp Lightning Cannon. At only 90 points, they're a steal for a war machine. I find them superior to normal and/or great cannons because of the small template explosion at the end hitting multiple models. Sure, sometimes you zap your own unit with a S10 large template, but sometimes you do the same to your enemy!
That's really about it as far as must have units I suppose. One thing I love about Skaven is that they have a lot of fun and effective special choices, but nothing that is an absolute must have.
