Its a pretty solid list I just have a couple of suggestions though.
For your BSB I'd drop the Great Weapon, and give him a Halberd. I'd also give him a 4+ ward save, either from the armor or the talisman, because you cannot voluntarily put characters in the back rank any more, unless the entire front rank is filled with command and other characters.
For the stormvermin I'd personally increase their number and drop the shields. I like stormvermin and occasionally run them myself in some lists, but the shields only help you in shooting, since you have a "special" weapon and cannot choose to use your hand weapons and shields because of that, and you have the storm banner to help you with the shooting defense.
I'd drop the spears on the clanrats and just use hand weapon and shields, again because you can't choose to just use your hand weapons and you have to use the spears. It will make you slightly more survivable.
I personally don't like night runners but understand some people do.
Just my thoughts on it. Overall it doesn't look too competitive nor does it look like a weak army. Should be a good list for friendly games.
Edit: Fixed some typos.

Doom Wheels suck. You should never play them.

Thats a lie doomwheels rule.
Warpfire throwers can be tricky to use, especially without slaves to hold their targets in place.
Also they say Snikch isn't really worth his points, as an alternative I might suggest using him as an assasin for 150 points you can add an extra +2 to his ward save and make him nigh on invulnerable.

I think snikch is a beast personally. I haven't tried it yet but I hear skitterleap makes him pretty good.
You skitter him behind a key shooting unit and they either turn and have a 50/50 chance of not seeing him or wasting shots on one model. Then if he charges they're done.

That's a pretty good point, he does have a killer stat line and only needs 2 wounding hits and a little luck to kill a warmachine.

I was considering skitterleaping an assasin with an infernal bomb and an engineer with a doom rocket. seems like fun shenanigans.
snikch lacks poison, which is a big downfall. if i leave a normal sin in forest he can't be seen anyways. plus youre right. 5+ and a 4+ = 2+ ward save awesomeness!

You should consider making your 4 units of 25 Clanrats into 2 units of 50. 50 is a great number, especially with the Horde rule, and the fact that they have spears really helps, as you could possibly throw down about 32 attacks in CC, that is a LOT of dice. Plus, don't Skaven have a special rule that increases their LD by a point for each additional rank?

A normal assassin can do (almost) the exact same as Snikch for a decent chunk less points. They get 3 less attacks at I8 instead of I10, but as they both have ASF that's not a huge difference. Take your pick on magic weapon and you still save 100 points even if you cap him on magic gear. Granted Snikch has the extra 4+ "You can't see me" from his cloak, but 100 points? 100 points is a 50 slave unit that can hold while you roast enemies with Warpfire Throwers.
If you really only want the clan rats for the weapon teams, I'd drop the spears and leave em with hand weapon + shield for the parry save. Over 100 clan rats, that saves you 50 points. (Or 54 depending on how your group does the half point rounding.) Same goes for the Stormvermin. The Storm Banner should keep you safe from the majority of shooting for at least a turn. That's another 20 points.
There's almost no point to both a great weapon and a shield though, since you'd only get the bonus armor against shooting and your chieftain should really be in a group anyway. I'd actually drop the great weapon and go for the shield (6+ ward in cc). His main job is to be around to be a BSB, killing stuff is for your plague monks, weapons teams and big baddies. If you get him a different ward save (like a pendant or armor) then the great weapon is better.

Here's my two warptokens worth:
- Your BSB needs protecting. A 4+ Ward or a 3+/5+. I'd always give him a shield. And why not a Dispel Scroll on your priest? At 3,000 that could give you a little buffer.
- And Sknitch is indeed a beast. But he's best at killing other characters. With 6 attacks that cause d3 wounds, he is a viable threat to many generals (though their is a chance, like all assassins, that he fails to kill his target in the first go 'round and is forced to retreat).
- 30-strong units seems to be the minimum you need with the Skaven; I'd bump the Stormvermin and the Monks to this size. Also, remember that the Storm Banner will effectively half your weapon team's shots.
- On that note, if you really only take the Clanrats to get more weapon teams, why not go with 10 Stormvermin?
- What are the Night Runners doing? I like to attach a Warp-Grinder for some rank-and-file behind enemy lines, but other than that, they seem too fragile. Maybe smaller units that delay the enemy and sling them a little?
- The Doom Wheels are great, but you've got to keep them away from: (1) your weapon teams, (2) each other, and (3) your Abomination. I'd swap one out for a Warp Lightning Cannon or a Plague Claw Catapult, just to avoid the clutter.
Overall, it seems like a fun list to play. It seems like your main plan is to sit back and shoot, with some monsters and some Plague Monks to clean up. I'd consider getting some large slave units to tie enemies up and shoot into.
