Quick warning, we're not supposed to list individual upgrade costs, just total unit cost.
A few (more helpful) thoughts:
1. I'd trade the halberd on the BSB for a shield. His job is to stick around, so your other rats stick around. Leave the killing to your other units.
2. Commands on your clan rats, at least a banner for the static +1 to combat res, will be extremely useful. Having a musician for the fast reform is also helpful, depending on what you're using your rats for.
3. I'm not a big fan of ratling guns, myself, because of the BS3 on weapon teams. Warpfire Throwers will cause a panic test on anything they wound and Poisoned Wind Mortars don't allow armor saves (as well as being move and fire). Granted, both of those options are more expensive.
4. Why remove the slaves? I find a unit of 40-50 with a musician can keep an enemy unit tied down for at least two turns while your ranged weapons / spells trash them.
