The highest Dark Elves can get is 680: Lv.4 on Dragon with 100pts of magic.

You left off the cost of your mark! Tz/Nurgle Lv.4 with 100 magic, 50 gift, and Dragon is a whopping 800!

No, but the bell is certainly counted. 500+ on a Skaven character is pretty hefty!

A vampire lord can only buy 1 level of magic. The other level comes from bloodlines, and you've already used up all those blood line points.
730 is the cap.
Daemon Prince of Nurgle comes in at 590 points, beating out the tzeench guy ( MoN is 30 points).
How about wood elf lord on dragon, light armor, shield, great weapon, wizard hat, and Eternal Kindred. 587.
I think this and Ogre Kingdoms are the only armies where Non-Wizards come in more expensive. (tyrant with great weapon, heavy armor, brace of hand guns, 1 luck gnoblar, and 2 sword gnoblars,comes in at 347; 27 points more expensive than the slaughtermaster).
Dark Elves should get an Honorable mention for a 460 point HERO choice. Master, BSB, pair of hand bows, lance, shield, heavy armor, sea dragon cloak, Banner of Nagarythe, mounted on a Manticore.

I think a Exalted Hero on chariot reach 430ish (can't remember if you can have gifts + magic banner)
Of course, he got a much cheaper mount.

Hm.. I can only get to 409 on the Exalted Hero. Chariot, MoN, EHW/flail, Shield, BSB, Banner of the Gods, 20pt gift (he can take up to 25, but the lowest priced are a 15pt gift and 20pt gifts). Certainly close, but I think DE might win on the Heroes.

Yeah, WoC can't get close to 460p. Also, GW is slightly more expensive than the rest (IIRC). Also, stupid me for forgetting the "no 25p gift rule". :(
EDIT: A skink priest can reach a flat 440, still not close...

Looks like you forget the mark of nurgle on the chariot as well. 443 total:
Exaulted, great weapon, shield, mark of nurgle, chariot of nurgle, stream of corruption, BSB banner of the gods.

Dwarf BSB can't compete because of no mount option or other upgrades, but he *can* get what I'm pretty sure is the most expensive banner in the game-
MR of Valaya, Strollaz Rune, Rune of Slowness comes to 205 points. With an oathstone, the thane still only caps out at 315...

Not really worth it. +2 to all dispel attempts and auto-dispels remains in play within 12" each turn. Also gives all dwarfs within 12" a free move before the game begins, and reduces the distance of any charging attackers by d6".
Those runes are not really priced to be used together, it's just that you *can* if you're feeling crazy.
