I don't know why I haven't started a roleplay about this sooner...I've been daydreaming about it since school started.
In 2006, the first undead were created. The North Koreans had a bioweapon breakthrough- {haven't made a cool name yet} the Z-virus. The virus, in early process, was created by the Japanese. The undead body could not move in the Japanese version, made in 1950. The Germans further developed it, until the North Korean black ops stole it from them. In 2010, North Korea fired a missile at an island under South Korea. The Americans preformed a flawless cover-up (with help from the british) as a normal missile. in 2011, North Korea fired a large missile (along with sevral smaller missiles at other cities) at Seoul, South Korea's capital. A month later, North Korea fired thousands of smaller misslies at American cities. Eyewitness reports 'Billowing clouds of greenish-yellow smoke'. First signs of the Z-virus is a sort of blindness. (insufficient moisture in the eye sockets cause dust to scratch the eye) At first fearing some sort of mustard gas, the United Nations at once sent troops to North Korea. Germany, China, Japan and Russia formed an Alliance with each other, fearing another world war. (this Alliance was called the Eastern Hemisphere Alliance.) Once the United Nations landed on Korean shores, North Korea fired the last of it's missiles, before thought as nuclear war heads, at the Eastern Alliance. Within a month, the Eastern Alliance landed on Korean shores. When the Eastern Alliance landed, they found total chaos. All of Korea (North and South) was covered in the greenish yellow gas, and there was no stand-out forces. [at this point, the undead are only in Korea] in 2012, people were rising from the dead.
skip ten years....
The UN fortified outposts first started by survivors. [within the UN, of course] The Eastern Alliance helped Japan at first, but then was occupied by inter infections.
skip two years....
Survivors say it's over. The government made large walls to keep out the undead. Korea was boxed in, leaving South Korea to fend for themselves.
This continues for two years.
Large cities hold the undead, and are to far away from outposts to always be a threat. Those are called Lost Cities. Pockets of survivors, called ferals, exist within 600 kilometers within (and in) large cities. [these people have lost their minds and reproduced into barbaric groups. Many groups do not have guns]
People go into cities on purpose for the fun of killing, rushes, etc.

The Z-virus:
Stage one: fevers, nausea
Stage two: Loss of sight, bloody nausea, shortage of breath
Stage three: Stomach destroys itself, suffocation kills victim
Stage four: Z-virus destroys parts of the brain (other things about the revival of the brain is unknown.
Stage Negative one: Zombie may run, open doors, climb, and have the body of a normal Human.
Stage Negative two: Zombie loses mobility due to rot. Zombie may walk fast, open unlocked doors, and climb ladders and stairs.
Stage Negative three: Zombie loses much due to rot. May walk slowly, and climb up stairs.
In all Negative Stages, zombie hungers for living flesh.
Only massive head or neck injury may 'kill'
outposts have fallen because of seasonal(?) migration.
Hordes are only zombies going for the same thing, not groups or packs.

NOTE THAT I HAVE NO EXACT PLACE ON EARTH FOR ROLEPLAYING, MOSTLY BECAUSE I WILL LET THE PLAYERS DECIDE
