With 8th edition rules in mind, does the HE RBT need a 3rd crew member to represent the 3 wounds the model has?

My chameleon skinks absolutely LOVE RBT crews. Kills one per turn per unit of 5, on average.

OK, I read again through the BRB, and the entry for the HE Bolt Thrower (pg 484) specifically states that it has 3 wounds, keeping with the same amount of wounds in the HE book.
On page 108 it states that "the crew are only used to indicate the remaining number of Wounds...". This really makes it sound like the crew are nothing more than wound tokens.
Seeing how even the BRB keeps the number of wounds at 3, and the FAQ for both the HE Book and the BRB fail to mention anything to the effect of "change entry to W2" it really seems like the number of wounds is indeed 3.
This is definitely an issue that needs to have an errata to either increase the crew entry to 3, or decrease the wound entry to 2.

The wound stat on the warmachine is said to be in the book "only for Completeness".
It's in the same way that a dwarf machine in engineer doesn't change to 4 on the entry. Use the Crew, ignore the stat.
In other words, they got lazy, and RBT, suck. Even with 3 wounds, they wouldn't be great. Hard cover is a lot easier to get, opponents close in much faster, and scouts and vanguards can train wreck them on turn 1.

Call me crazy but doesn't the BRB say that army books override generalized rules. So if the HE book says 3 wounds 2 crew and there is no FAQ on it, the army book is right.

No the BRB doesnt say that. The BRB tells you that the Wound stat is there 2for completeness", and has no ACTUAL bearing on the amount of wounds a warmachine has.
The RBT has 2 wounds, as it has 2 crew.

That is correct.
Now show me where the high elf book says that it's warmachines, unlike every other warmachine, actually uses is wound stat.
The Elf book says 2 crew, and 3 wounds.
The basic rule book says ignore wounds, use crew. If the elf book had it's own whole section on warmachines, that said how they fight, take wounds and save, then you could argue for 3.
There is no conflict with the rules as written.
An example of conflict would be high elves have dispel scroll listed as 20 points, but the BRB says 25.
High elves get it for 20; Army Book > Rule Book.

No, I stated it didnt have a rule that armybook overrides generalised rules, which is how you put it to begin with - and there ISNT a rule like that.
the rule is "only when there is a conflict between them" (to paraphrase), which there isnt in this case.
Its essentially the same rule as in 5th ed 40k - so if an armybook has its own "strider" rule it would override the BRB rule "strider".

For instance, the Steam Tank has no crew. if it used the standard rules for a war machine it would be dead before it touched the table. Now this is just silly, but in the Empire book it specifically lays out how a a steam tank takes wound, thus that overrides the BRB. Alternatively the High Elf book simply says that it acts like any other war machine, except for the Volly Shot rule.
