If a skimmer is immobilized in a forced landing, can underslung weapons still be used?? E.g the twin linked shuriken catapults beneath a grav tank

Surely not? Not if TLOS is the de facto method of determining whether a model can be seen or not. I guess it depends on how the skimmer "crashes".

If you can draw LOS from them to the target down the barrel then have a blast.

The rules don't tell you to ploy the vehicle into the board. So yes, it should still have a limited LOS from the weapons, so long as there is nothing directly in front blocking them.

And, of course, if your skimmers' bases are glued on, they stay up in the air anyway.

Which they should be according to P.3 but thats neither here nor there.

and yes they can shoot if you can draw LoS from them.
