If a Blood Angel Rhino with a tactical squad inside moves at combat speed (6'' or less) Can the heavy weapons tactical marine inside shoot as if stationary or will it still count as having moved? I'm a little confused by the wording on page 70.

Page 70 has nothing to do with units shooting out of transports, you are looking for the rules on page 66 under fire points.

It says the troops inside a transport count as moving if the vehicle moved.

The Fast rule only affects the vehicle itself, not the troops inside.

Fast vehicles shoot differently themselves, but that has absolutely no bearing on embarked units.
