Here's a hypothetical situation:
An ordinance hits a skimmer, with infantry models under the skimmer being caught as well. As a result of the ordinance, the skimmer explodes and catches the infantry models for 4".
So my question is how does this work for counting hits?
Would the wounds from the ordinance be resolved before the explosion, which would in total give less hits to the squad beneath the simmer if some die from the ordinance? Models removed from the ordinance blast would have been caught in the vehicle explosion if they were resolved at the same time. So which one is it?
I doubt there is a rules reference for this, but if you have a reference of some kind it would help keep this from degenerating into an arguement at my next tourney.

I'd say resolve all damage caused by the Ordnance (spelling nazi- not "ordinance"- that's a law) attack simultaneously, then resolve any explosions immediately afterward.

Can you have infantry models under a skimmer? Wouldn't that be impassible?

Only if the models are ALSO within 1" of the skimmer. Editing to add: People forget dimensions too often when reading rules with 2d images.

Only if they are *enemy* models. You can have friendly models within 1" of the skimmer.
Also the infantry have to move under the skimmer, the skimmer is explicitly prohibited from moving and leaving models under it.

The unit's shooting is resolved simultaneously. That means that the wounds to the enemy unit should be applied simultaneously to the hits against the vehicle.
The horrible factor of resolving the vehicle explosion simultaneous with all other wounds from that shooting is that it would play right into wound allocation abuse by introducing more low strength AP- wounds to throw on the unique models and save them from the enemy fire.

Well the rules do not really say one way or another.
However I would be inclined to resolve all damage from the Ordnance blast first, then measure for the explosion after you have resolved all damage from the blast.
