Focus Matrix allows him to pull back Focus that either wasn't neccessary, or (on feat turn) after casting spells to refuel. The first part of the ability allows eNemo to hand out Focus to 'jacks that would otherwise be outside of his Control.
As for his feat: Yes, it's free, and doesn't count against his normal 7 focus.

What no, this isn't hordes. Your focus stat just tells you how much focus you get back during your turn and your magic ability. It does not represent a cap. If you have ways of getting more focus then you get that focus.

Well, barring Focus Matrix specifically, which won't let you go over 7 focus. There's other ways to beat the cap, of course, like the Squire, or souls for other factions.
