In the original Visions, at the very end of the Siege of Terra, the Big E approved Malcador's 8 Grey Knights he had rounded up and stated something to the effect of "Form a group from these 8, etc".
Now however, Malcador has started forming up the Grey Knights at the very onset of the Heresy. Garro was the first and now he's even wearing Grey Knight armor (So Aegis was available pre-heresy?!). This isn't the first time they've introduced new armor into a pre-heresy environment (Sanguinary Guard for example were a new injection)....but now it seems the Grey Knights have went from a solid second founding to a legit pre-heresy legion (Albeit not as big).
Do I understand this correctly?

I haven't read Legion of One, so I don't know anything about Garro's shiny armor.
Does it specifically say in the book that it is an Aegis suit? Maybe it was simply a standard power armor with GK symbols on it (= GK power amor).

"Legion of One" is an audiobook, so you don't read it...but anyways.
I didn't hear them saying anything about the armor being "Aegis", just that it was a set of power armor with no heraldry/livery and flat gunmetal grey.

This is what I thought. His armor was probably a normal PA, but without any legion marking.

Actually, that's one of the biggest things that was stressed.
He had no Legion markings. He had nothing that would really identify him as a Space Marine, outside of the powered armour and the massive size
Even his bolter was just a gunmetal grey casing, rather than the liveried color it normally would be.

I haven't listened to the audiobook, but I always thought the grey were started during the hersy, but was only fully formed by the end of it.

But that's not the case here.
'Aegis' power armor, the stuff worn by Grey Knights, is something that isn't really "artificer" armor or anywhere near the same thing as "standard power armor".
It's a kind of amalgation of both.
It's finely crafted power armor which really doesn't provide any more protection than the standard stuff, inscribed with layer upon layer of hexagrammic wards, purity seals, etc and combined with the kinds of psyker-enhancing equipment normally reserved for Librarians built in.
The same thing really applies to the 'Aegis' Terminator suits.
