What are the current tactical trends since October 2010? What new developments have come up that make people cringe? How are units being employed that is significantly different from the norm of 8 months ago?

Current trend is GK...
Not sure which particular build is best but the Purifier build looks bad for whoever plays it...
SW and BA are still strong as are IG.

And DE is playable too.
Its not quite clear if GKs allow top tier builds.

GKs appear to have some very strong builds, but there havn't been enough major tournaments to see how they pan out.

I am thinking they are somewhere in the high-mid tier.

there are so many possable builds and styles its impossable to gauge the effectivness of the whole book. overall the book is good in that it forces alot of choices.

Good to know that the more things change, the more they stay the same. Have DE changed significantly from mass dark lance spam? I'm assuming the poisoned shooting weapons help against infantry but I'm not tracking any significant AT capability upgrades.

Dark lances are more expensive(as they should be), but you can still have loads of them.

the Poisoned weapons are good against infantry, but excell against MCs.

Wytches didn't have Haywire grenades before did they?

There's a lot more variety in DE now, and while Dark Lance Spam is still possible, with the increase in point costs of several things (mainly Warriors, Raiders, and Dark Lances) and the change in unit size requirements, it is a bit harder to do while still being balanced.

DE can go to extremes on shooting and close combat, and have some of the most cost-efficient objective campers in the game. As for anti-tank capabilities, it depends on the list, but Ravagers are still top dollar. They have some AP 1 mized in Elites, FA, and Heavy choices if you want them (although you'd be competing with other choices). WWP lists focus on close combat for tank busting, with Beasts, Talos, and Grotesques.

And why is that? Compare them to Missile Launchers and they are ridiculously overpriced. AV 13-14 is not nearly as common as people think, and AP 2 is nice but you're still looking at a huge mark-up AND the limited number of options for each unit. Being forced to keep a unit still so their one S8 shot might do something is ridiculous.

I don't mind the point increase for Raiders, but increasing the Dark Lance cost AND decreasing the number a squad can take made it significantly worse.

They did, but they were more expensive.

They did, Wyches were actually more killy before, but weren't always scoring and couldn't get FNP. They used to be able to take Haywires and get 12" charge (as a Drug Bonus) as well as Blasters in small units.

Its pretty much impossible to sum up all the currently viable armies in anything resembling a reasonable length post. All the 5th edition codices can produce very solid competitive lists, which vary greatly (yes even within the Marine codices). Nids are probably the closest to not making the grade, in part because of the GW FAQ that made some baffling rulings but they still do well as long as you don't try and play them like a Marine list. DE are pretty awesome and horrendously powerful, but they remain the embodiment of a glass cannon like they used to be and as such not many people are playing with them at big tournaments (probably more than before the codex but there hasn't been a influx like you would see with a new Marine codex). Most importantly though they do have plenty of viable builds now, some of which will only start to pop up in numbers in a month or two when the Venom is released. Grey Knights are the latest Marine codex/flavour of the month and seem to be up to the same standard. They have more firepower and buffs than nilla Marines, but in practice play pretty much the exact same as they pay for their additional firepower but aren't any harder to kill.
