You can only deploy from the base if you have rules allowing for it. Off the top of my head valk and van you can embark/diembark from the base ... all the others require being within 2" of an access point.

Stormravens, Valkyries and Vendettas have extra rules to allow units to disembark from their base. Disembark from Hull for all other vehicles.
7 Ork facts people always get wrong: Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
