As far as I know, it's only what is on the list. Off the top of my head, observer teams and company commanders can act as spotters. US platoon commanders can also act as spotters. Company commanders (and US platoon commanders) have penalties when acting as spotters though.

I have never heard of it being allowed but each force has it's special rules so look carefully at the army rules for whatever it is you're playing.

There are currently zero lists that allow snipers to act as spotters. It's not the sort of thing that armies did in World War 2.

Your typical sniper's job was to be a sniper, not an artillery spotter. The US especially would discourage this because any other yahoo with a radio could call in support wherever necessary. The list in the main rulebook is the complete and total list of those what units/models on the table can spot for artillery.
