A 25mm base is ideal for representing these structures.

My personal secret lair

I'd clarify that in base to base contact with an enemy engineers structure the sapper works. Now it just reads an engineers so can be friend or foe pretty much.

Soldier Rocket Jump: Moves like Jump Infantry, no?

Pyro's axe: In the game, the Pyro has a fire-axe which, while doing some hefty damage, nearly gibs people when he's lit them on fire...

Spy backstab: During a round of combat in which the Spy assaults, his attacks strike at initiative 10, regardless of other modifiers, and wound on 2+?
Or, as a more sneaky alternative, "during a turn in which the Spy assaults from cover"

Scout Bonk!: The Baseballbat isn't that great at killing, what if it had the Thunderhammer secondary effect? Or what if hits reduced the enemy's number of attacks by 1 (minimum 1)?

Engineer Teleporter: I know it doesn't replicate TF2 too closely, but spending a turn's shooting phase to set up a one-way device that's likely not going to be used at all unless you drastically change the scenario the model is used in... two-way teleporters?

I really need to stay away from the 40K forums.

thats awesome. Bomb vest should give invulnerable save and spy should have stealth rule. (those are just sugestions)
