It really, really depends on what you want to do.
But with what you have, you have the skeleton to a very powerful pButcher list. You use both the Juggernaut and the Kodiak, which both highly, highly benefit from Full Throttle. Kit out the min unit of Winter guard that you have to upgrade them to the famed "Winter guard deathstar." This requires a maxed out unit, Kovnik Jozef Grigorovich, Officer and Standard, and 3 Rocketeers. This unit can put out a single deathray at P+S 27 firing at RAT 20 with CRA, if needed. They can also hit DEF 17 with Butcher's Iron Flesh and the Officer's Bob and Weave order.
Post with what you want to do: Combined arms or focus more on melee.

i would like to focus more on a melee heavy list. I was hoping just to give the winter guard a UA and use them as fodder or infantry killing. I thought about getting either man-o war shock troops or iron fang pike men which one is best? thanks

Personally I love the Iron Fang Pikeman. Full unit with Ua can solve so many problems. I believe that Doom Reavers with UA also go pretty good with pButcher. But I have also seen him run with Man-o-War's and do pretty well.

They can be if used correctly. I've heard running one with a MOW Kovnik is a great combo but haven't tried one out yet myself.

Berserkers are better ran with pVlad due to Signs and Portents. pButcher prefers Kodiaks over Berserkers.
I 100% agree with running IFP with pButcher. My main list runs a min unit (need to buy the 4 extra dudes still) with UA and they kick TONS of ASS. DEF 16 ARM 18 with a P+S 13 weapon and CMA is just scary. Slap Fury on them, now they're P+S 16, so so lovely.
Look into running the Great Bears and Yuri with pButcher. You'll be glad you did

The Man O Wars have 2 advantages with pButcher that IFP don't. First they're medium sized bases like Butcher so you can hide him behind them. Second they're in his theme list and you can get a discount on the unit cost if they are shocktroopers.
Beserkers also benefit from full throttle but work well with a Kovnik due to his Jack Marshall special ability.

Also do you think the behemoth will work well with pButcher? Automatically Appended Next Post: AresX8 i just saw the ifp stats, they are solid but their arm is pretty bad. I think i will go with the mow shock troopers.

The Iron fangs have shield wall which can put them up to 18. They actually do pretty well with very little support. The main drawback on MOW's are that they are slow.

If you want a fighty unit, look at Kayazy with the underboss. pButcher can cast Fury on the Kayazy and feat to get 11 P&S15 weapon masters that can charge through enemy screens at Mat8-10. They will shred, literally, anything that they can reach.
Or Great Bears.
I had a game once against Legion where from the end of my opponent's turn to the end of my turn, my opponent's model count went from Absylonia + Entire List to Just Absylonia. Kayazy and Great Bears were largely the reason.
In general for unit priority for collect-to-play purposes I would say that you should go in this order:
#1: Winterguard with UA + Joe
#2: Kayazy
#3: Great Bears or Doom Reavers with UA
#4: Widowmakers or Winterguard mortar
#5: Iron Fang Pikemen with UA
#5: Uhlans/Man o' Wars/rifle corps/anything other than assault kommandos
#6: assault kommandos
This of course is just my opinion and you could probably move any single option up or down 1, but that's what I think will give you the most versatility and usefulness in-game.

This, especially, since you already have the min unit. know one likes seeing a def 17 winter guard unit, they are such a tar pit, with great damage output potential.

I love my Zerkers and Kovniks. Put the Koldin Lord out there and it becomes a a good flank denial unit. Since the Zerker can run and charge without spending focus and the Kovnik can make attacks rolls boosted without focus it is a very cheap, hard hitting unit. The Lord can give one focus to a jack that doesn't have then it you can give it to the Zerker. You have a one in six chance of it blowing up but it is so totally worth it if you are in a nice squishy unit.
I found Butcher a very focus hungry caster but is you run jacks like Beast 09 and a Dev with eButcher the combination between his feat and Beast 09 after the Dev has openned up with his RoD attack on a squishy unit, that round you should be able to kill anything you touch.
