It has been thus for the last several editions of the rules. Even in 2nd ed they could do it (ride in chimeras).
As GKs they are above petty codex astartes "recommendations".

I'm OVER 50 (and so far over everyone's BS, too).

It just sound rather unfair advantage and unfluffy. I guess I just put two lascannon one on each side and pop that armor 10 on the side.

Ogryns fit in a Chimera, why not Terminators?

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.

A better question is why don't MEQ armies use chimeras over rhinos and razorbacks. According to fluff they are easier to manufacture as well, Leman Russ tanks as well for that matter.

I think my line of logic goes down along the line of Red Corsair's, Chimera is a wayyyyyy better Rhino.

Them being better is why marines dont get them. lol Average IG/Henchman is worse then a marine so they get better ride then the "elite" marine. It's a balancing act.

So, you;d rather carry expensive Terminators in a lightly armoured tin can than in a Land Raider? Really?

I think this is less a rules issue than a game vs fluff issue.

The razorback with las and twin plasma (the oldest RB right?) has guns just as good as a chimera (better?), and seeing as 5 marines do more than 50 guard in the fluff, PLUS the rhino hull type is directly insert-able into the atmosphere via SM landing craft, why would SM ever use a chimera?

And like someone else said, termies are so very precious that they get land raiders as transports. The 250 point cost in game logic has no bearing--in the fluff the SM get the expensive elite stuff and the IG get the cheap massed produced stuff.

Space marines use rhinos since they are much easier to maintain and to do battlefield repairs. A space marine battle company needs to stay mobile and there isnt a better vehicle for that, than the Rhino. Chimeras break a lot. If a chimera gets broken, then It will stay broken and no one can affect on that. They are also much more fiddly and will not survive rough terrain as well as Rhinos.

Chimeras have been considered able to fit guys in terminator armor for a few editions now, counting as two models. I think the designer reasons/rationalizations for this include:

1. Some of the IG or allied characters (IIRC) like Inquisitors had the option for terminator armor.
2. Ogyryn have long (at least going back to 3rd ed, but I think probably longer) been allowed to embark in a Chimera.
