How do you paint concrete?

Short answer - Grey.

Long answer - depends on how old the concrete is supposed to be - newer concrete will be darker due to the water content while older concrete will be lighter although it will show darker streaks from traffic and use - in addition on older concrete, the edges will be chipped and lighter as well.

If you want to give the impression of a mixed material concrete try a little stippling.

You could try doing a very thin spray of lighter grey over darker grey if you own an airbrush. That might look good.

Short of that, I say drybrushing.

If it's for bases mix sone very fine sand in with grey paint and use a crappy brush.

Concrete is a mish-mash of different materials so a single colour won't do it really. I agree with the advice to stipple and drybrush with a variety of shades of grey to get a base colour. After that add damp patches or moss or areas that have spalled away or discolouration due to salts and leached rust and all sorts of other bits and pieces to give it some history and depth.

If you're talking about ruined structural concrete, don't forget to include some reinforcing steel sitcking out of the broken areas and rust it all up

If you don't have an airbrush, use a sponge to paint with. The sponge will let you dap on different colors without leaving lines like a dry brush. The sponge is also super easy to wet blend with over a large surface.

In theatre, we paint concrete and marble sets by starting with a flat greyish blue, then sponging on a light grey, then spattering dark blue/dark grey flecks.

The same principles should apply to minis.

Like most have said, dark grey then heavy dry brush/sponge a lighter grey.

What I would then add is a dry rush of Kommando Khaki.

With all coats try to mottle the paint as concrete is rarely homogenous.

GW seem to favour a bluish hue ti their buildings if that is what you wish to copy.

If you don't mind buying a new can of spray, Rust-Oleum's "Fine Textured Finish" sprays are great for concrete - just enough texture to pick up subtle drybrushing without any lumps or protruding grains. I have a buff colored one that's perfect for sandstone or as a base for warmer toned concrete, under grays.
