Ok, the problem with using Catachans is their arms look ridiculous on non-Catachan torsos. Some would argue they look ridiculous on Catachan torsos as well!

Cadians, for your purposes, will look like soldiers if you use the torsos, arms or helmeted heads.

Empire: Well, some are good. Some bits are not. For instance, most of the legs will only do if you like guys in pantyhose. Some work though. Cadian and Catachan legs are good for universal work. Empire arms tend to be "frilly", you know? Also, as I found out while doing my "US Civil War Guardsmen", the arms don't fit on Cadian/Catechan torsos well. This is due to the Empire Handgunner's left arm being part of the body an the left hand being part of the gun.

Some of the Bretonnian stuff will work.

My best advice is go on eBay and check out bitz and do some research. Try to visualize the pieces going together. you may find it quite a bit cheaper to buy bitz individually instead of winding up with a huge box of partial sprues you'll never use. For instance, there's lots of Cadian arms you can get that don't have a shoulder pad (usually tank crews).

Hey, as it happens I've tried to do the same thing. My genestealer cult army was going to use nid rules with mobs of rioting workers as ripper swarms.

I was going to use Catachans with marauder flail arms made to look more like industrial tools or pipes.

Empire Flagellents also work if you want more ragged workers.

Mlitia are great models and would work, the main problem is the tight pants and codpeices.

I once played around with using High Elf archers as greatcoat guard, they might work well as scribes or clerks. Especially with militial arms instead of the poofy sleeves.

Bret men at arms have some nice ragged robes and some of the best heads GW has made but limited poses. They could be scribes or maybe miners or some else who needs protective clothes.

At one point or another I've tried to use just about every human ish model as IG or =I= units, poke around in my gallery for examples.

PS I don't recommend marauders, too conan

This is a pretty tough one. I'd say your best bet is as KK says - Bret MA and make them miners or the like. They take most games workshop arms well from what I've seen, and their outfits are kind of odd (for truly middle ages kit) - almost sci fi already. Get some backpacks, guitar wire hoses (or use the transparent plastic wire that comes in toys to hold them into a package) , a few crude greenstuff masks, goggles, and you're in business. I'd love to do factory worker in coveralls some day, but there's just not a great bits combination from what I've seen.

The Frozen North

Here is a figure I put together a while back using Bretonian Men-at-arms with Cadian arms and an alternate head. The Men-at-arms do come with a number of the broad brimmed helmets.

Flagellents then. they ahve chains and cuffs and rags as well as lots of banners and books to use.

You can then order Pig Iron's gas mask heads (other companies make them too) or bitz find the resperator heads from Wargames Factory's greatcoats to make them look more 'tech'.

Here's how I used them.
