This is my first warhammer army. I have all ready spent several hours reading my codex; watching videos, observed a few live games. So I don't believe I am tottaly clueless on how to setup a army. But I am looking for some feedback from the veteran players on my list to see if it is viable and not illegal.

Off the bat this list may seem un-focused, but my strategy is a balanced approach with the ability to dictate the battle with maneuvering key units where they are needed most.

Command Squad: Apoth,Champ, Vet,Vet,Vet. 1x storm bolter
Honour Guard: Champ,Guard,Guard,Guard; Chapter Banner

Troops
10 Tac: Meltagun;Multi-melta
10 Tac: Flamethrower; Heavy Bolter; Teleport Homer
5 Scout: 4x Sniper,Camo, Teleport Homer

Fast Attack
5 Assault: Melta Bomb

Elite
5 Terminators: Assault Cannon

1498 Total.

So what I am thinking is that even before deployment is set i can make some key choices. This is where Cato play's a big role. I can give infiltrate to my tac squad with the T.homer and position my tac and scout squad to give terrain advantage with the option to bring in the Terminators where i need more fire power. Or if its a mech heaver army i can give anti-tank Tac the Tank Hunter perk. Getting the first turn also plays a big role since the bulk of my force is sit back and shoot. Sneak attack will hopefully grant me turn one more often than not.

I Picked up Pedro/Honour guard to bolster my Tac/Terminators shooting. Not clear if the +1 attack is for both shooting and/or Assaulting.

The command squad will play intercept for anything rushing up to my Tac's with the Honour guard holding the opposite flank closer to the squads with Teleport Homers.

Assault squads was a toss up for me. It was either that or bring in a plain support Dreadnaught. I was more in favor for the added mobility to assist either flanks.

The theme of this army is pretty custom, and from what i have read. It seems pretty rare for a chapter master and a captain to be fielded together. But I was going to create my own marine chapter of a planet stationed Chapter Master stuck on a over run Ork Planet waiting for reinforcements, and the only thing that arrives is the Captain and his Command Squad.

So please; comments,questions, flaws in my strat, is my setup legal?

your list has many points in HQ choices, in 1500pts army 1 named HQ is enought, anyway, you cant use both chapter tactics from your HQs in the same time, so drop Pedro or Sicarius. Drop commad squad and honour guar and attack squad, take more tac squads with transports. If Pedro is in take 1 full Tac squad and 5men scout squad and take more sternguad vets, they are very good with Pedro. You dont ahve any long range fire support, shooting armies will decimate your squads before you take them into fire range or CC.
Pedro´s 1A bubble is only fro CC.

Chapter tactics is not an issue.
Though not using pedro's at all is an issue. You have to use it to make it worth while. Obviously this involves sternguard and then only a token troop allotment.
If you really want pedro then do this and you will have a different list completely. There are many ways to include lots of sternguard like drop pods to rhino rushing

Cato can be fun with infiltrate at low enough points. I would not take both HQs

The command squad should have a better set up. Many ways to do this, make them killy in some form. So 4 plasma guns or give them lots of cc weapons and a few storm shields.

Honour guard and assault marines are really not worth it.

The termies can be all right, chainfist for wound allocation would be a nice addition.

If anything just bring more killy stuff. You haven't picked any of the awesome units available in the codex.

You're trying to cram too much into a list at 1,500 and suffering as a result of this.

Especially if new at the game, go with 1 HQ and probably a non-character at 1,500 pts.
