Correct me if I'm wrong, but based on my reading a 2000+ point army has two force org options.
Option 1: Use the traditional force org (i.e. 1 prime detachment requiring only 1 HQ and 2 Troops), which allows 1 allied detachment and 1 fortification
Option 2: Buy an additional prime detachment (i.e. 2 HQ and 4 Troops), which now allows an additional allied detachment from the same base codex and an additional foritication. Continue to purchase additional prime detachments as needed for the size of the battle.
This reading is predicated on the inclusion of the phrase "can buy an additional prime detachment"

Yea you are allowed to have a second force org chart in a 2000+ point game if you want. it is not mandatory because it says 'Can buy' and not 'Must Buy'

I wish they had made this 2001pt+ games, its going to be a pain of people stacking 6 heavy support in 2000pt games which is a nice threshold I used to like for having semi-variety lists.

1 allied detachment and bastion per detachment.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

at 2000+ points, you get another force org, not just allied detachment. so yes, at 2000 points, you can have 6 heavy support, from the same codex. From what Iv'e read..... Brb isn't on me, so I don't have the page number
edit: to correct the location of my BRB
