Units mounted in open-topped transports may all fire their ranged weapons. May they also benefit from their defensive grenades? (I.e. a unit of Dark Eldar Kabalite Warriors with a Phantasm Grenade Launcher in a Raider)

How so? You mean negating the charge bonus from a unit assaulting their transport? Or giving their vehicle stealth?

Sure, why not.

Defensive grenades only come into play when your unit is shot at or assaulted; units aboard transports cannot be shot at nor assaulted.

So it does not matter if you can use them or not, they can never come into effect.

That and since they can't overwatch by throwing a (defensive) grenade, grenades never come into the equation.
