Word Bearers without a doubt.

Accomplished the least during the Crusade. Chastised by the Emprah for wasting time. Fell to Chaos first because their primarch was an emo whiner with daddy issues. Considered so expendable that Horus sacrificed them to stall the Ultramarines. Failed to destroy or even stop the Ultramarines even with complete surprise. Primarch wandered off to write a book that nobody would ever read for the next 10,000 years.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

Apparently the Tenth Legion weren't very good, which is a shame, since I collect them.

The Iron Hands have always had the raw deal in the 40k universe.

They were the first legion to lose their Primarch, they lost most of their legion in the Istvaan V Massacre and they are rarely shown in the 40k lore, with some people thinking of them as a boring chapter/legion.

For me, this is what makes them appealing to me.

Well, as English Assassin says except for the 2nd and 11th legions (who were presumably quite poor, as they got beaten so badly they were erased from existence!), and as Veteran Sergeant has already chosen the Word Bearers, I would probably say the Iron Hands. Basically just seem to rampage about all over the place, got their Primarch killed first, and then got utterly sandwiched on Istvaan.

The Thousand Sons were probably the unluckiest, you certainly wouldn't want to go on a trip to Vegas with Magnus.

Ahem, research tells that noone knows what happened to the 2nd and 11th legions. They could have been the most powerful traitors, they could have been sent off on a series of secret crusades in the warp, they could have just worshipped the Emperor as a god against his wishes. Whatever it is, it is up to speculation, and claiming they got beaten at anything is an unascertainable assumption.

To answer the OP, considering the jobs of the SM legions were to serve the Emperor and expand/protect the Empire, all of the traitor legions were quite poor at this job. 9-way tie for the worst at their job in fact. (Luna Wolves arguably nudging ahead by a nose ((snout)) but I digress.)

This. completely got the drop on the Ultras, yet still couldnt finish the job.

They were slow, incompetent, and traitors (yes, even before the Heresy).

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

No reason to be rude mate if you actually read the HH series and do a bit of research yourself, you'll see how heavily hinted their circumstances are. One most likely loyal, however their primarch probably ended up doing something that resulted in him being imprisoned or killed, and his legion then being inducted into the ranks of the Ultramarines. The other one went rogue and got slaughtered by russ, that we know for certain.

Ehhhhhh, Lorgar wrote the Lectitio Divinitatus so he's kind of the founder of the Emperor Cult, ironically, I guess. So he can't possibly be the worst of the Pre Heresy legions, as he arguably has had the biggest impact upon the imperium with the possible exception of horus and rowboat.

Personally I really dislike the Emperors children Pre-Heresy as they all come across as huuuuuuuuuuuuuge dicks.

Thats a failure too, Emperor didnt want to be worshipped as a g-d. Lorgar didnt do anything right.
