When firing a Quad gun during your shooting phase does the rest of the unit have to also target the same unit the quad fired at or can they choose another?

The entire squad must shoot the same target. The Quad Gun does not have any special rules that would override the normal shooting rules.

oh and also, if you shoot in the enemies movement phase with the intercepter/skyfire special rules are you allowed to once again shoot in your own shooting phase?

yep its just whatever ever model that shot with the gun uses a deferent weapon....

The Quad Gun is the different weapon Cyvash is referring to. A model can shoot its normal weapon or the Quad gun.

That depends on what you are using to shoot with. You can not shoot the Gun Emplacement using the Interceptor rule in the enemy's movement phase, and use the Gun Emplacement in your ensuing Shooting Phase. Though the model that shot with theGun Emplacement with the Interceptor rule can use one of its own weapons in your shooting phase. This is covered in the "Interceptor" rules on P.38
