As it stands I believe so (however much I hate to say it). Deny the Witch allows models to attempt to counter any psychic powers which have malign effects on them. Despite Warlocks being psychic mastery of 0 and not needing a psychic tests to cast Destructor, it is still listed as a psychic power.

This is debated in another thread. One side says there is no psychic test so therefore the DTW rule doesn't apply. The other side says its a targeted power and DTW applies.

Personally I see no reason why it doesn't apply.

The sequence for manifesting psychic powers on page 67 states:
"If the psychic test was passed and the target was an enemy, it now gets a chance to Deny the Witch".

No psychic test is passed, so no chance to deny, really.

The next page restates this (rather superfluous, but hey):
"If a psychic power is targeted on an enemy unit and the Psychic Test is passed, the target can attempt to Deny the Witch.."

And here is the debated part. In order for the power to be manifested, the user had to pass a test... sooo... its something that needs a FAQ

Except the Eldar codex says their powers do not need a Psychic Test.

EDIT:
Really, if you want to hold their powers to the Main Rulebook's psychic power sequence, you could use none of them at all. The new FAQ says that all codex powers are warp charge 1 and warlocks don't generate any at all.

Yes, but the new rules for Psychic powers require a test to be passed before they manifest.

.." If the test is passed, the psychic power is manifested successfully and can be resolved"
"Assuming that the Psychic test was passed and the enemy did not nullify it through a successful Deny the \Witch roll, you can now resolve the psychic power"

Applying the 6th edition rules with the 5th edition wordings, I would say that you autopass your test. Because if you don't take a test, then you dont manifest and resolve powers. Its the same strict RAW interpretation that says you cant DTW Destructor... etc.
