If i was just fighting smurfs and IG, i'd choose seercouncil fully meaning 10 locks on jetbikes...more troops and also drop harlies for seer council. Also drop the falcon for dark reapersx3 with exarch with tempest launcher and either crackshot or fast shot...i prefer crackshot. You also should bump up walker squads to 3 and dual guide with eldrad...my 2 cents.
Falcon's can only carry six people, so you can't put 7DA's inside one. Also, harlequins cant take a Wave serpent as a dedicated transport, they have to borrow one. Even if they could, it would be a bad idea as they cant assault out of it.
I second dropping the harlies to add more jetseers. Throw eldrad in the falcon and have him fortune it and guide the walkers or his falcon and shoot things. Bump the avengers up to a full squad and put them in the WS.
If you are gonna take a hawk exarch, give him a sunrifle or hawks talon. You will probably want to stay on the ground turn 5 if you are using them as a yo-yo, and if not then the extra firepower helps.
I would keep the fragons in a minimum squad of 5. Also consider dropping the pathfinders to five, downgrading them to rangers or both.
Try to find points for another war walker for each squad.

Forgot about the Falcon capacity. I also just rechecked my list and I was mistaken, there was no WS for the Harlies. Even so, just to be clear, the Harlies can't start in the WS, they have to embark on turn 1?
I'm still a little stuck as far as models - no DRs and only 5 WWs.

The problem, I guess, is that Eldrad is most likely going to stick with the DAs, but the WWs could really use his guide (or Prescience if I swap out for 6th ed powers). They're just so slow.

I am intrigued and want to try them, but I've never used them. Can you recommend a list (pure Eldar) that puts them to good use?
I like the second list a lot more. You will struggle vs. Some mech lists maybe, but you're eldar so get used to it. Also harlies are awesome but need a pheonix lord up front or eldrad up front to tank with fortune.
