So I wanted to make sure i'm reading this right. In the CSM codex one of the nurgle spells is a debuff that grants a random debuff to an enemy unit. one such debuff is -1 attack. However it does not say (to a minimum of 1) next to the debuff. As far as i know all other attack debuffs say to a minimum of 1. So does that mean that the spell could potentially reduce a model's attacks to 0 and then they can't attack?

It certainly appears that way. It will just be hard to get 2 Identicals to stack

It would certainly be handy to help negate normal line infantry with hidden power fists and suchlike.

Most Sergeants/Champions etc have a base of two attacks, don't they? Not that one less incoming Powerfist attack is a bad thing for you, ofc.

that they do, only thing that can take a PF with one attack off the top my head is a SW Grey Hunter.

I didn't forget, does the nurgle power say it can take it to 0?
No it doesn't. So that part is moot as the power has no allowance to drop it to 0.
