On the Games Workshop website describes what is in each box, although the amount of detail varies greatly.
From memory (it's been a while since I've bought one) the XV8 comes with one of each standard weapon (not the commander ones) and the upgrades (shield emitter, multi tracker, target lock etc.) and I think 1-2 gun drones.

In order to fire 2 weapons a turn on an XV8 you need to get the relevant upgrade as described in the Tau codex, otherwise it's only one weapon per turn (twin-linked weapons only count as one weapon in this regard).

the dc you get 4 arms a person 1 set - CC 1 set - bolters, 5 jump packs, 5 regular packs and butt load of shoulder pads. about 10 heads. Enough to make another squad if you have the bodies laying around somewhere.
