I'd seen them pop up on FW and they look pretty damn cool, but what exactly are they? I'm assuming they're an energy weapon of some sort, but what kind? Are they supposed to be capable of rapid fire like a Lasrifle, or are they more semi-automatic like a Plasma Rifle? And if they used to be pretty common at some point, what happened to them all?

Infering from what little is given, they seem to cause the target to burn at a rapid rate. They possably cause atomic bonds to become unstable by process of heating the target up. This could cause the target matter to explosivly disintigrate and leave nothing but ash.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

They sound quite cool. From the description on lex it sounds like it would function much like a bolter, but rather then an explosive round it fires a supper heated slug that ignites the cells in a body causing them to burn.

Given the 'deflagrate' stuff they make people catch fire and burn spontaneously.

Think of a phaser if it caused effects more akin to a flamethrower.

Given the description, they're a kind of catalyst weapon.

Whatever the gun actually shoots reacts rather strongly to flesh, so it hits, triggers an incendiary reaction with most organic materiel, and all around causes all sorts of discomfort.

Think of it like dropping a match in a pool of gasoline, just this particular match reacts that way to organic materiel.

The models also look a lot like plasma guns, so they'd be half decent stand-ins.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.

There isn't much else known about them, as I believe that the FW HH Betrayal book is their first appearance in the 40k universe. The look freaking cool, though.

From the lex and FW info on them they look to be like phasers set on max and or the super distruptor from the episode that some d*ck stole data.

The negative so far outweighs the positive that it creates a vicious cycle, with Chaos ensuring more bad things(TM) and largely only bad thigs happen. The fact that the major Xenos are mostly donkey-caves doesn't help, especially since the Imperiumis in turn, a bunch of donkey-caves.
Thus Tzeentch, god of donkey-caves, is the most generally successful. Because out of this huge pile of donkey-caves, none are more dickish than the great blue Jerk.
