Suprise assault simply say's they can now deepstrike not matter the mission type this would imply normaly they are allowed too but im guessing the edition it was written in didnt always allow it?

Yes, the old missions from when the Eldar book was written didn't all have the same rules, some didn't allow deepstrikes by default.

That rule is irrelevant now anyway. Just by being Jump Infantry Warp Spiders automatically get the Deep Strike rules.

The power let's them Deepstrike if the mission doesn't allow it (such as some Battle Missions).
