Hi,
I've seen several army lists lately with Noise Marines that have both CCW and Sonic blasters. It's clear people read that entry differently.. for example these two threads have discussion on the matter

I really want to be able to take both, but I personally find the rules clear that you cannot:
It clearly says you can EITHER
a) buy ccw
OR
ONE OF THE FOLLOWING:
b1) replace bolter with ccw
b2) replace bolter with sonic blaster
This means it's not possible to buy both ccw AND sonic blaster. It also means it's not possible to do both b1 and b2 and get ccw + buy sonic blaster. The three possible combinations on noise marines are therefore (depending on points):
1 bolter, bp, ccw
2 bp, ccw
3, bp, sonic blaster
It would be great if you could take both upgrades though, would probably be one of the more versatile units in the game, good at both shooting and cc..
Concensus?

Yes, unless the latest FAQ has changed things you choose EITHER CCW OR Sonic Blaster. If you buy a CCW you have no permission to buy a blaster.

Yep, that appears to be the case. This and the sonic blasters being 'salvo' weapons really forces the Noise Marines to choose whether to mosh or just jam whilst in area terrain.

They don't need the CCW, if you do it right there should be a 24" no mans zone around them and if something is fast enough to cover that should die to the overwatch and higher initiative.

They do make great assault units with their initiative and that slanesh icon. Being a double threat is always great in 40K

They are awesome at one thing and good at the other but if you want FNP CCW/Pistol, I5 units, you should just go with basic CSM's joined by a MOS lord, or sorcerer. I've run them with a sorcerer and it's scary how badly they crush pretty much everything they run into.

iirc THERE is a spot in the codex under the noise marines where they can exchange bolters for ccw, or sonic blaster,blasmmaster. I addition to that they can purchase at a cost permodel a ccw not exchanging anything. someone look and tell me if this is true. Why on earth would you ant this since they are killer shooters but Im sure its a choice.

You can buy a ccw, or trade in your gun. You cannot do both.

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Actually you can buy a ccw for the blastmaster guy.
But not for any sonic blasters you have.

However, any model can attack in an assault as if they had a CCW even without purchasing one, correct? So it just prevents them from having two CCWs (BP and CCW), right?

Bp has the melee rule, so by having a pistol they have a (A, SINGLE) ccw all the time.
You can get an additional ccw, replace bolter with ccw, or replace bolter with sonic blaster.
Then a couple guys can replace bolter with blastmaster, so that could be a guy that bought a ccw. Those guys get extra attacks. Sonic blaster guys don't.
