If you make a hammer of wrath attack on a model in cover is at at I10 or I1?

Hammer of Wrath is always resolved at I10.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

I don't think cover would apply as it is a melee strike. Nobody is actually getting hit with a flying hammer

I think this was shorthand for asking if the unit makes a difficult terrain test, does the HoW hit also get affected by the reduced initiative value.

Just to clarify, taking a difficult terrain test is not the qualifier for going at initiative 1. Assaulting into or through cover is the qualifier. Yes I know that a difficult terrain test is required for that but there are things the require difficult terrain rolls that will not cause the initiative 1 effect.

More specifically there are models that ignore difficult terrain and per the FAQ they are still reduced.
