Are conscripst alowed to take the upgrade Chem Inhaler?

The wording in the codex is nondescript about who can take the upgrade, it reads " some undiciplined units have altered the gasses in their rebreathers to include....the effect is to make them more indifferent to danger and loss. they will always test morale, leadership and pinning with no negative moral modifiers." Does this mean if I take this doctrine i must give it to my conscripts. I am trying to find out before I make 30-50 models with chem inhaliers.

A new day, a new time zone.

Since the Codex doesn't list any unit restrictions for who can use Chem-Inhalers, I'd say it's good for everything you can field that has a Leadership score.

"-Nonsense, the Inquisitor and his retinue are our hounoured guests, of course we should invite them to celebrate Four-armed Emperor-day with us..."

Like all the Special Equipment doctrines (with some exceptions - gotta love GW's vagueness! ), you must take Chem-Inhalers on all appropriate units. However, unlike the other four Special Equipment doctrines which refer specifically to Guard Infantry (and in some case Rough Riders), Chem-Inhalers has no restrictions.

This means that on the plus side you now have Ogryns with tough-as-nails Leadership rules, Stormtroopers who won't break, Ratlings who won't break even with their low Ld, etc. etc. On the down side, however, you still must the doctrine to everyone (i.e. every unit that isn't a vehicle), which will end up costing a lot.

So to answer your question (finally!), yes, you must give the doctrine to your Conscripts if you have taken the doctrine.

Ironically, they do. So do cheats.
