Before I comment, I just need to say that I run my own painting service, so my comments could very well be biased. I'll try and stay impartial, however.
Anyways, the main problem I think your having is that paintedfigs employs lots of painters, which means you will get slightly varying levels of quality, as not every painter is going to be equally skilled. There's a good chance that the artist they had working on your models wasn't skilled enough to do the kind of freehand work you wanted, which is quite advance. I can't even freehand at that level. This is one of the dangers of big painting studios, though usually this is more than made up for by quick turnaround. Typically, if you want the really high-end stuff such as you wanted, you need to go with a well-respected single painter studio, or a studio that does work for gaming companies, such as Grey Matter Musings or Golem Painting Studio.
What paintedfigs said about how refunding you at once would make them bankrupt is pretty worrying, especially considering how many models they paint. If you don't mind divulging, how did they charge you for the Farseer? If they added extra for the freehand and didn't do it, that's pretty horribly dishonest. If they don't have workers skilled enough to do that kinda work, they shouldn't say they can.
As I said, I do run my own service, so feel free to take my comments with a pinch of salt.

I really feel for Painted Figs. I wound up the commission painting side of Precinct Omega last month, because it was to much time and hassle for not enough money. PF has the advantage of being in Sri Lanka, where the cost of living is rather less than in the UK, but I can speak from experience that it doesn't take much (one client disappearing into the aether and not paying for a month's hard slog; or one freelance painter having an emotional meltdown and going AWOL with a client's products for for months) to tip "barely making it by" into "no one gets paid this month".
I think they've been pretty reasonable in offering a refund at $100/month, with a $500 lump. Of course, I also think you're reasonable in holding then to account for a quality of painting that doesn't match what was advertised or required.
