In the case of things like a Leman Russ, Basilisk, Chimera... it doesn't make too much of a difference. Only the outside of the tracks can be seen anyways, so you don't have to worry about painting both sides of them. I ususally assemble it all and paint the tracks after assembly. But one thing to consider is that you need to glue each separate track piece to the vehicle, and if you paint before gluing it will cause weaker glue joints and the glue can potentially damage the paint and you would have to go back and fix it anyways
For scale models where you do see both sides of the tracks, that is a different story. But in those cases you can usually assemble the tracks completely before you hang them on the model. In those cases, I do the tracks separately if possible. But I also paint them to get a very different appearance using a different method as well.
