How do people model these?

IRL I guess you put something like this in the yellow holes in this image

I found these images on google searching for chaff so I don't really know what I'm talking about.

bengt, chaff & flare launchers , like the ones you showed in the pictures are used to confuse missles. chaff confuses radar guided missles . flares confuse heat seekers. the one in your top picture can be found on many modern military aircraft models . i suggest 1/48 scale, 1/32 may be to big , 1/72 may be to small.    

     for my devilfish i used the bottom part of pulse carbines for flechet dischargers. for decoy lauchers i used a piece of my daughter's play jewlery i cut up
