Warbikes using their "Psyco Blasta" rules always go first.
Charging into cover makes the enemy strike first.

I play it as they go simultaneously.

My ruling is this -

Powerfists strike last.
Powerklaws strike last.
So they both strike simultaneously.

If it works for that it must work for the inverse, which is going first instead of last.

Is this right?

Wrong. They do not 'strike first'. Please read page 39 of the Warhammer 40,000 4th edition rulebook, second paragraph under the heading Cover.
