It can be pre heracy or not. Personally it's Horus himself (before he turned but-evil) he's just so likable.

Corax - Poor guy just couldn't catch a break. Legion gets massacred, almost kills Lorgar but then night haunter pulls some 2v1 shenanigans, has to kill his entire version 2.0 legion.

Guilliman. Dude had his act together and got things done.

That's an opinion that was formed before the BL novels really fleshed out the Primarchs. Back then Primarchs came in flavours of Traitor, Drama Queen or just plain Blanks with no fluff. Guilliman was the one sensible character that actually lived up to the job description and managed to not act like a complete idiot half the time. I just have a preference for the competent, rational leader type.

And I haven't even read those HH novels. He just always came across as one of the major factors that allowed the Imperium to persist in the time of trouble that followed the Emperor's death. The necessary reorganisation of the Imperial Army and the Adeptus Astartes was spearheaded by him, and he also seems to have done a good job on the Council of High Lords for the time he was there, befitting to the Chapter Master of the Ultras, who have always been described as having a hand for affairs of diplomacy, organisation, and leadership.

For honourary mentions, I also have respect for Dorn, simply because the Index Astartes articles made him appear as one of the very few Post-Heresy Primarchs who did not allow themselves to get deified together with the dead Emperor, instead regarding the attention that the Imperial populace heaped upon him and his Brother-Primarchs as sacrilegious and even dangerous.
In contrast to some other Primarchs, Dorn was recorded as stating "I want recruits, not vassals", making clear once and for all that he did not intend to use his Chapter for the gain of political power and civilian responsibilities, but only for the military protection of the New Imperium. Fittingly, his Imperial Fists generated much goodwill from the High Lords in these early centuries - so much so that even during the Age of Apostasy, no-one was willing to risk their good relations to the Chapter, which instead remained neutral and often served as a mediator between rival parties.

He may have opposed Guilliman at first, almost dragging the realm into another civil war when the Imperial Navy opened fire on his ships - but in the end he still came around and accepted the Codex Astartes, and ended up proving to be a valuable asset to the Imperium's stability, even moreso than other surviving Primarchs who were more willing to relent on the demands of the High Lords.

Because the Lion was one manly man, that wasn't as stupid as the other manly Primarchs, and not as unmanly as the smarter Primarchs.

I had always liked Lion El'Johnson for the part of best primarch until I read Angel Exerminatus. After reading that I'm going to have to go with Perturabo. I just like this guy. This book just really sheds light on who he is and what he's about.

Roboute Guilliman. He's the only Primarch who prove himself as a ruler. Most of the primarchs were skilled warriors and tacticians, but Gulliman was the only real strategist and logistics expert. And he was the only one who could be Heir to the Empire (Let's see who gets the reference).
