If you're looking for 'the best' you'd probably have to look outside the actual wargaming hobby at the people who do trains, or scale modeling. We stole all our ideas from them anyway and they've been at it for a long time.

not to be condescending here, but, my best suggestion is to grab the nearest dictionary, look up the word "subjective", and then go to cool mini or not, or stay here in dakka, go to the galleries, and request to see only the highest-rated images.

yeah there is no 'best'
but if you go over to cool mini or not and take a look at e.g. Bohun you can see there are some great contenders for that title out there

There are definitely some people who are very strong and turn up time and time again.

Look over past GD and Crystal Brush winners and its a place to start. High rating things on Coolminiornot too.

the term "best" will very from person to person. I think however some of the best terrain builders come from model train builders. Some of the stuff they do is beyond incredible.

Not so much single best person per say but the UK scene and the polish scene seems to be the areas in terms of general quality that comes from those regions.

Damn I cant wait to the GW legal team codex comes out now there is a dex that will conquer all.

What this guy said, a lot of it has to do with the eye of the beholder. I've seen a lot of highly rated hyper realistically painted models that just has me saying meh. Whereas I've seen models that are painted to a more cartoony, exaggerated standard that are ignored but I think are great. Another thing you might want to consider is the type of models being painted, taking into consideration size, human or alien, armored or not, futuristic or fantasy. I highly doubt one person or group can cover all these types and be at the top of the game.
