Hey guys, just need a quick rule check. Within the rule book under the "Ruins" section, there is a ruling in which only certain type of units can move on the upper levels of a ruin. Since Artillery such as the thunder fire cannon was not part of the listed units, my opponent is ruling that I am making an illegal placement since I loved placing my thunder fire cannons on the upper levels during my deployment. I argue back that placed it during deployment which doesn't count as moving as they should be consider pre-deployed. We had the ruling check through the store and it came down to an even split, in which we flip a coin and I unfortunately lost for that league match. Normally, it would just end there for me, but my opponent was one that was known to bend the rules to his advantage within our store and even altering the rules here and there if you do not catch it. Unfortunately he participates in our tournaments and league matches and I had to play against more then I liked. He would soon be my opponent again and I need some sort of solid ruling to back up what I believe was a valid placement of my artillery piece on the 2nd or even 3rd floor of a ruin. Once place, I don't even move the artillery which was another argument.

Another point that I thought up was that if I can't place the artillery on the upper level of an ruin during my deployment as it count as moving, then doesn't that mean that I get an auto jink save for my bikes during my first turn even if I did not move since I had the move them during my deployment by going with his logic?

I have also argue that if I can set up a fortification before battle, then I sure as hell can sent up an artillery piece on an upper level.

Its a literal coin toss unfortunately. The BRB does not specificially allow artillery to climb the upper level of ruins. It also says that artillery moves per the model type of the crew. Since the TFC is crewed by infantry, it should theoretically be able to go anywhere infantry can go.

Rules-wise I would have to say no, they cannot move onto the upper levels of a ruin. As much as I would absolutely love to have some grav platforms up there, I don't think it is allowed.
I do agree with you that deployment is NOT a form of movement, however, Consider the following.

You believe you should be able to deploy into the top level of a ruin since it only restricts you from MOVING into it, and deployment is not a form of movement. The fluff behind this is that they should be able to put it all together piece by piece up there, airdrop it in, etc. The fluff in the artillery section, however, emphasizes how cumbersome the artillery is, and how its too heavy to lug around (hence the need for wheels/grab platforms for it to move at all)

Using your logic you should be able to deploy infantry into impassable terrain because it only restricts you from entering, crossing, or moving into/through it. It does not restrict you from beginning the game in it. You can see how the logic sort of fizzles out here.

Unfortunately I think your artillery is stuck on the lower levels of that ruin :(

Keep in mind, though, that the ruins section DOES state that you should discuss each scenario with your opponent beforehand for any "special circumstances" and agree on which models not previously listed can enter the upper levels. So you could always try the diplomatic approach and see if he'll let you, since he got his way last time.

IMO I would allow deployment but not climbing up and down as by the brb.
As I see it fluff wise the TFC would be air dropped in place. If the SM needed a bit of high ground I can't see them not using a ruin, when the techmarine can bolster said ruin, and units like the storm raven can lift a dred I see this as most plausable.
It most certainly isn't movement.
