I don't think those are going to work so well. Nobody in Attack on Titan wears headgear.
I think you're just going to maybe want to get some basic 28mm civvies. Maybe a few Infinity figures might work, but regardless, if you're going for the look of the uniforms in Attack on Titan, you're going to have to bust out the Green Stuff and do some heavy sculpting.

Ground Zero games make a line of nude women with big anime heads as part of their Gentlemen's Collectibles line. You could chop of the heads or recast just the head pieces.
