So with the release of the new Apoc edition over the summer, stompas got a new data sheet which I would argue makes them much worse because of a 100+pt cost increase for little to no benefit. I was wondering if it is still legal to use the Mek Buzzgobs Kustom Stompa builder thingy in IA8 instead of the new datasheet? Basically the base cost is 350pts and you add weapons from there. I realize that much of apocalypse has very loose rules and if you can find a data sheet you can probably use it as long as everyone agrees. However, I dont know if GW said anything about the legality of other rulesets for something they just recently released?

You pretty much answered your own question. Apoc is loose. It is so not even close to competitive that you have to adjust things with your group mechanic to make things fun.
