Also as a fun little note, the Technoarchaeologist fluff blurb in the codex has them fighting what might be League of Votann!

Could be, I suppose. But given the 'hand holding the manipulator to hold the hose' level of redundancy involved, I suspect Ad Mech.
Squats seem a bit too techy, practical and competent for that.

Odd if it was admech, it looks a little too 'clean'. Also the hand seems to have only three fingers.

I would suspect something similar to the techpriest but for the Votanni.

It's normal to only have three fingers when you're from Mars. See for instance the Datasmith.

If you watch the initial video for the Leagues of Votann, you can make out a silhouette of one of their servo-harnesses. The "claw" is more like a face almost.

That would be my guess as well.

That said, I'd enjoy this more if it was the loading mechanism for a weapon that shoots daemonic books. Sadly it's not Chaos styled at all.

Looks a bit like a ratchet strap, although I'm fair sure the top bit is wood.

I'd like it to be a Squat grudge thrower but that seems unlikely.

I don't know what else has books?
