Just picked up the data slate regarding this guy and it says he's mastery level 3 and knows all of the telepathy spells. I get the latter part, but the former part I was wondering about. Am I restricted to just those six spells, not that I'm complaining I promise, was just wondering if that is what it means.

Correct. Be'lakor has fixed psychic powers. He knows the 7 telepathy powers every game. It works in the same manner as fixed warlord traits for comparison.
