If a bike makes a scout move, does it count as having moved when the enemy gets first turn and shoots at it to get the jink save?

No. Scout is a redeployment option and not technically a move.

Panzer is correct. Utilizing the scout special rule is not a movement. It is a redeployment. Aside from that the jink special rule states (unless I'm mistaken) that a model is entitled to its jink save if it moved in the model's previous movement phase. Since the scout special rule is used before the game even begins, it wouldn't count anyway.
