Looking for input regarding the following situation: A stationary falcon or waveserpent dumps out some eldar, can the transport then move before the disembarked unit? Or must the disembarked unit move immediately? I cannot find anything to state that the disembark is considered the beginning of either the transport or the unit movement. There is however the line that states something like: after disembarking from a stationary vehicle, the unit may move as normal and then the transport may move. That line is clearly sequential, but maybe there's another way to look at it?

Disembarking is done in the squad's one and only Movement phase. They don't get another Movement phase later in the same turn.

Do we have any rules that support this? I don't see anything that necessarily makes a disembark part of the units movement. Somehow I don't think "Ghaz said so" is going to cut it for a rules discussion.

Yep. you have to move units one at a time. Once you're done moving a unit, you can't go back to it.
Disembarking is also referred to as the squad's movement.
To quote: "If the vehicle has not yet moved, then the passengers may move as normal after disembarking, the vehicle may then move off separately at full speed." p62.

Are you sure that "Ghaz says so" will not work in your playgroup. It seems to work in mine. Heck, I joined here just to learn more "Ghaz says so's"

From page 62 of the Warhammer 40,000 4th edition rulebook: Models can only voluntarily embark and disembark in the Movement phase.
A unit only has one Movement phase. When the Falcon stopped, it ended it's Movement phase and the embarked squad's Movement phase began. You can't go back and give a unit a second Movement phase.
